Reasoning Behind Suggested Change
  1.  Given the sheer number of paddles listed on the USAP approved paddle list, referees cannot realistically  be familiar with every paddle.  By placing the onus on the player to provided proof, time spend looking up paddles can be reduced avoiding potential delay of game.
  2. Poor internet connectivity at tournaments often precludes looking up paddles in a timely manner.
  3. Adding tournament official to the rule allows non-sanctioned tournaments using USAP rules to request proof should the opponent challenge a paddle to the TD.
Scenarios In Which the Rules Applies
  1. At a USAP sanctioned tournament, players have presented  paddles to the referee for inspection.  Referee does not readily recognize the paddles.    Although they have the USAP approved paddle logo on the paddles, referee cannot be certain that the paddles has been approved and must look up the paddle themselves.  During warmup, referee attempts to locate the paddle on the list, but has no internet connection, the site is slow, or cannot locate the paddle due to confusion on model or manufacturer.   By asking the players for proof that the paddle is on the list, potential delay of game can be avoided.  In addition, conflict with players using less popular brands and models can be averted.
  2. At a non sanctioned tournament using USAP rules, a Tournament Director may ask for proof the paddle is on the USAP approved paddles list if the TD does not recognize the paddle or it is challenged by opponent.
