Rule Submission TitleReturn of Serve Net/NVZ Let
USAP Board VoteDisapproved
USAP Board Vote ReasonThe rules don’t allow a let on the serve. It is not appropriate to allow it on the return of serve. This could happen on any shot in the rally.
Existing Rule #Rule 7.A - Lists all possible faults Rule 7.B through 7.N - Details specific faults The service let provision is found in Rule 4.N.
Proposed Rule Change

4.N. Return of Serve Net/NVZ Let

4.N.1. A return of serve that hits the net, cord, or center strap and lands in the Non-Volley Zone shall result in a "let" and the serve shall be replayed without penalty.

4.N.2. This rule specifically applies only to the return of serve (the second shot of a rally) and not to other shots during play.

4.N.3. If a return of serve hits the net, cord, or center strap but: a) Lands beyond the Non-Volley Zone line; or b) Is volleyed by the serving team (resulting in a fault by the serving team); or c) Lands out of bounds

Then standard rules apply and play continues or the appropriate fault is called.

Original Rule Text

Service Lets (Rule 4.N in the current rulebook):

  • A service let occurs when the serve touches the net, cord, or center strap and lands in the correct service court.
  • The serve is replayed without penalty.
  • This rule only applies to serves, not returns.

Return of Serve Rules:

  • Currently, if a return of serve hits the net and lands in the Non-Volley Zone, play continues normally.
  • There is no provision for a "let" on return of serve in current rules.
  • The ball is considered "in play" after a valid serve, and net interactions during the rally (including on the return) are treated as normal parts of play.

Two-Bounce Rule (Rule 4.E):

  • When the ball is served, the receiving team must let the ball bounce before returning it.
  • The serving team must then let the return bounce before playing it.
  • After these two bounces, either team may volley the ball or play it off the bounce.
Reasoning Behind Suggested Change

Rationale for Change
Unique Nature of the Return of Serve: The return of serve is fundamentally different from other shots in a rally due to the two-bounce rule. Like the serve itself, it has special positioning requirements and restrictions that don't apply to later shots:
The receiver must be positioned diagonally from the server
The ball must bounce before being returned
The serving team cannot volley this shot
Strategic Balance: The two-bounce rule already creates a strategic advantage for the receiving team. When a return of serve hits the net and drops into the NVZ, it creates an extreme disadvantage for the serving team that exceeds the intended strategic framework of the game.
Game Flow Improvement: This rule would encourage more dynamic rallies by preventing premature endings due to net interactions during this unique phase of play where positioning is most restricted.
Precedent in Professional Play: The PPA tour has implemented replay rules for certain net interactions for professional players, demonstrating the concept has merit at high levels of play.
Limited Scope: Unlike a broad "let" rule, this proposal is narrowly focused on only one specific situation in the game, minimizing disruption to overall play while addressing a specific imbalance.
Implementation
This rule would establish a single, specific replay scenario without broadly reintroducing "lets" throughout the game. It acknowledges the special nature of the return of serve as distinct from other shots in the rally.

Scenarios In Which the Rules Applies
  1. Basic Scenario:
    • Server serves from right court to diagonal receiver
    • Receiver returns the serve, but the ball hits the net
    • The ball drops and lands in the Non-Volley Zone (NVZ)
    • Under  proposed rule: This would be called a let, and the serve would be replayed
  2. Doubles Context:
    • Team A serves to Team B
    • Team B's player returns the serve, but it hits the net
    • The ball lands in the NVZ (kitchen)
    • Result: Let is called, and Team A would serve again with the same score
  3. Edge Case - Partial NVZ Landing:
    • Return of serve hits the net
    • Ball lands partially on the NVZ line (which is considered part of the NVZ)
    • Result: Let would be called, serve replayed

Scenarios Where the Rule Would NOT Apply:

  1. Net Hit But Clears NVZ:
    • Return hits the net but still travels beyond the NVZ
    • Result: Play continues normally
  2. Direct NVZ Drop (No Net):
    • Return doesn't touch the net but lands directly in the NVZ
    • Result: Play continues normally
  3. Later Rally Shots:
    • Any shot after the return of serve hits the net and lands in the NVZ
    • Result: Play continues normally (rule only applies to the return of serve)
  4. Serving Team Violation:
    • Return hits net and drops toward NVZ, but serving team illegally volleys it
    • Result: Fault on serving team (no let would be called)
  5. Out of Bounds After Net:
    • Return hits net but lands out of bounds
    • Result: Fault on receiving team (no let would be called)
