Disagree with this proposed change. Allowing hand signal exception to the coaching rule restrictions may just cause problems as it would be impossible for opponents or referee to conform the hand signal used to coach a time out wasn’t actually a suggestion of something else, such as advising the players to call a ball out. It should be up to the players, not an observer or “coach” to advise players to take a time out.
