Reasoning Behind Suggested Change

This adopts language that provides some additional guidance for Tournament Directors when trying to determine if attire is appropriate.  This removes some of the subjectivity of the existing rule from one centered on the 'appropriateness' of the attire as determined by the TD to a focus on what is considered socially acceptable.  In other words, it replaces a personal subjective decision with one that is based more on societal norms; i.e., what is 'normal and customary'.
