Proposed Rule Change

4.A.2. Placement. The server must serve to the correct service court (the court diagonally opposite the server). The serve maymust clear or touch the net and must clear the NVZ and the NVZ lines. The serve may land on any other service court line.
4.A.3. If the serve clears the net or contacts the net in crossing and then touches the receiver or the receiver’s partner, it is a point for the serving team.

Add back the rule about service lets.

4.O. Service Lets. There is no limit to the number of lets a server may serve. The serve is a let and will be replayed if:
4.O.1. The serve touches the net, strap, or band and is otherwise good and lands in the service court.
4.O.2. The referee calls a service let.
4.O.3. Any player calls a service let. If the referee determines that a service let called by a player did not occur, a fault will be declared against the offending player.

Reasoning Behind Suggested Change

All rules should eliminate, whenever possible, luck.  For someone being rewarded by unintentionally hitting the top of the net on a serve is not a good rules.  I know the reasons for doing it, but all players are responsible for making honest calls.  Those that don’t should not be playing.  The current rule penalizes honest players and brings an eliminate of luck that is very frustrating to opponents.
