| Rule Submission Title | Calling a Time-out |
|---|---|
| USAP Board Vote | Approved with Amendment |
| USAP Board Vote Reason | The proposal is appropriate in principle. The amendment introduces a clear consequence for failing to signal a time-out. It grants the referee the authority to issue a delay of game penalty, with the severity—ranging from a verbal warning to a technical warning or technical foul—left to the referee’s discretion based on the specific circumstances. |

| Proposed Rule Change (edited) | 2026 Rule: 21.A.2 Requesting Time-Out. Any player may call a time-out between rallies before the next serve occurs or between games. The timeout must be called audibly by voice or visibly by hand signal, or both, and must be directed toward the opposing player or team and to the referee. 21.A.2.a Fault – Late Time-Out Request. When a player calls a time-out after the serve has been hit, it is a fault against that player. 21.A.2.b Verbal Warning or Technical Warning – No Audible or Visible Request. If the time-out call is not made audibly by voice or visibly by hand, the referee may assess a verbal warning or technical warning for delay of game. 2025 Rule: Amend 10.A.6 to read as follows: |
| Proposed Rule Change | 10.A.6. A time-out must be called by voice or hand signal, audible or visible, to the referee and the opposing team. |
| Original Rule Text | Not applicable. This is new for section 10.A. Standard Time-out. |
| Reasoning Behind Suggested Change | The referee and the opposing team should not have to guess if a player or team that goes to the side of the court reaching for a towel or their water bottle are doing a quick towel off or taking a quick drink or are actually taking a time-out. Furthermore and often, players leave the court without saying a word and when asked, they are taking a time out. This lack of clear communication is inconsiderate and unsportsmanlike. It also results in time wasted, since neither the referee or the opponents know that the time-out clock should be running. |
| Scenarios In Which the Rules Applies | Any time a player or team wishes to take a standard time-out. |
