Rule Submission Titlechange to the definition of legal volley serve
USAP Board VoteDisapproved
USAP Board Vote ReasonThis will not be any easier to enforce than the current rule. Technically, this would actually allow the paddle head to be higher than the current wrist restriction.
Existing Rule #4.A.7
Proposed Rule Change

4.A.7. The Volley Serve. The volley serve is made by striking the ball without bouncing the ball off the playing surface and can be made with either a forehand or backhand motion. A proper volley serve includes the following elements:
4.A.7.a. The server’s arm must be moving in an upward arc at the time the ball is struck with the paddle. (See Figure 4-3.)
4.A.7.b. The top of paddle head must not be above knuckles of serving hand when the paddle strikes the ball. (See Figures 4-1 and 4-3). Figure 4-2 would be illegal even if the wrist is somewhat bent.
4.A.7.b. The highest point of the paddle head must not be above the highest part of the wrist (where the wrist joint bends) when the paddle strikes the ball. (See Figures 4 1 and 4-2)
4.A.7.c. Contact with the ball must not be made above the waist with a backhand serve.

Original Rule Text

4.A.7.b. The highest point of the paddle head must not be above the highest part of the wrist (where the wrist joint bends) when the paddle strikes the ball. (See Figures 4 1 and 4-2)
4.A.7.c. Contact with the ball must not be made above the waist. (See Figures 4-1 and 4-3)

Reasoning Behind Suggested Change

This removes the potential issue with a sidearm volley delivery where the top of the paddle is close to or above the wrist and gets back to the basics of a pickleball underhanded serve. Note that 4.A.7.c is less important with a forehand serve but could still be an issue with a backhand serve. Furthermore, if someone wished to continue to use a sidearm serve, it can be done with a drop serve.

Scenarios In Which the Rules Applies

Rule change would apply to all volley serves but not drop serves.
