| Rule Submission Title | Correct Server or Correct Receiver not in correct position |
|---|---|
| USAP Board Vote | Disapproved |
| USAP Board Vote Reason | The current rule allowing a player to identify an incorrect rally configuration is appropriate and should not be removed. This is substantially different from the impact of a wrong score call, which is not allowed after the return of serve. |
| Existing Rule # | 4.B.10 |
| Proposed Rule Change | If the correct server or correct receiver is not in their correct position when the score is called, the referee or a player may stop the rally before the return of serve to identify the player /position error and the rally shall be replayed. After the return of serve a player who stops to identify or ask if a player was in the correct position when the score was called will have committed a fault and will lose the rally. |
| Original Rule Text | Rule 4.B.10 second paragraph If the correct server or correct receiver is not in their correct position when the score is called, the referee or a player may stop the rally in progress to identify the player/position error and the rally shall be replayed. |
| Reasoning Behind Suggested Change | Allowing a player to ask for a replay anytime during the rally permits the player who may notice that a correct server or correct receiver was not in the correct position when the score is called permits that player to wait for an opportune time to stop the rally forcing a replay. For example Team B lobs poorly to Team A and just prior to Team A putting away the ball , Team B stops play because the referee did not catch the correct server/receiver being in the incorrect position when the score was called. This happened twice in ref training and clearly gave the team stopping play an unfair advantage. Changing the rule so that play must be stopped before the return of serves adds an element of fairness and parallels Rule 4.K. |
| Scenarios In Which the Rules Applies | Team A notices that Team B's correct server was not in the correct position but didn't say anything. . Team B and the referee did not notice. During the rally Team B was preparing to put away a poor shot executed by Team A and Team A stopped play, stated team B's server was not in the correct position, and asked for a replay which by rule had to be granted giving Team A an unfair advantage. |
