Rule Submission TitleMomentum definition to include anything contacted.
USAP Board VoteDisapproved
USAP Board Vote ReasonCurrent Rule 9.B adequately establishes that anything contacted by the volleying player is subject to the same momentum criteria as the volleying player. If this or some other form of clarification was deemed necessary, it would be appropriate in the rules, not in a definition.
Existing Rule #3.A.21.
Proposed Rule Change

3.A.21. Momentum – Momentum is a property of a body in motion, such as a player executing a volley, that causes the player or anything contacted to continue in motion after the ball is struckcontacting the ball. The act of volleying produces momentum that ends when the player regains balance and control of their motion or stops. For anything contacted, momentum ends when its act of volleying induced motion ends.

Original Rule Text

3.A.21. Momentum – Momentum is a property of a body in motion, such as a player executing a volley, that causes the player to continue in motion after contacting the ball. The act of volleying produces momentum that ends when the player regains balance and control of their motion or stops.

Reasoning Behind Suggested Change

Items or partners contacted and set in motion during the act of volleying can potentially lead to NVZ faults. It's essential to determine when momentum ends, so players can know the point in time after which they, and any contacted item or partner, may make contact with the NVZ without causing a fault. This expanded definition, along with revised 9.B.1., will clarify when momentum ends for contacted items or partners.

Scenarios In Which the Rules Applies

Any scenario where a paddle, hat, partner, or anything contacted during a player's act of volleying, continues independently in motion as to potentially cause a NVZ fault.
