Rule Submission TitleNo consequence for failure to call score. Ball live at strike.
USAP Board VoteDisapproved
USAP Board Vote ReasonThe score is required to be called. The may be unforseen consequences in allowing a rally to start without a score call.
Existing Rule #3.A.20.
Proposed Rule Change

3.A.20. Live Ball – The period of time that begins when the referee or server (or server's partner per Rule 4.D.1) starts to call the score and ends when the ball becomes dead. If no score is called, the ball is live at the hit of the ball to make the serve. (See also 3.A.1 “Ball in Play.”)

Original Rule Text

3.A.20. Live Ball – The period of time that begins when the referee or server (or server's partner per Rule 4.D.1) starts to call the score and ends when the ball becomes dead. (See also 3.A.1 “Ball in Play.”)

Reasoning Behind Suggested Change

With no call of the score, there is a conundrum of a rally being played when the ball is not "live" (3.A.20.). This definition revision would help clarify that assuming all other service requirements are met, with no mention elsewhere of other consequences for failure to call the score, that the ball is live at the strike of the serve. If deemed necessary, no consequence for failure to call the score could be mentioned elsewhere, as in the 4.A.9. comments on service motions.

Scenarios In Which the Rules Applies

With all players at correct ready positions, server A1 serves the ball without calling the score. The ball becomes live and in play at the strike of the serve. There is no consequence or disruption of play for failure to call the score. Players may choose to remind the server of the server's responsibility for calling the score.
