Rule Submission TitleFault for incorrect server, incorrect receiver, or incorrect position
USAP Board VoteDisapproved
USAP Board Vote ReasonIt is clear that allowing the referee to correct servers, receivers, and positions has been of benefit to the game. Additionally, changing this rule to be a fault one time and a replay after that would be unnecessarily complicated for little benefit.
Existing Rule #4.B.9, 4.B.10
Proposed Rule Change

4.B.9. (Delete)

4.B.10. It is a fault on a player who serves or receives incorrectly, even if the rally is completed before the fault is called. The fault must be called before the next serve.

If the correct server is not in their correct position when the ball is served, or if the incorrect player serves the ball, the referee or a player may stop the rally in progress to identify the player/position error and it shall be a fault on the serving team.  If the incorrect receiver returns the serve, the referee or a player may stop the rally in progress to identify the player/position error and it shall be a fault on the receiving team.  After one such fault, the referee or opposing team will assist the faulting team to correct the mistake.  No team or player shall be penalized on consecutive serves for an incorrect server, incorrect receiver, or incorrect position.  Any additional server, receiver, or position errors shall result in a replay until a correct serve is obtained.

If a player stops a rally and incorrectly identifies a player/position error, it is a fault on the player who stopped the rally. If the referee stops a rally in progress and incorrectly identifies a player/position error, the rally shall be replayed.

Original Rule Text

4.B.9. The referee will confirm and correct, if necessary, that all players are in the correct position and the correct server has the ball before calling the score.

4.B.10. If the correct server and correct receiver are in their correct positions when the score is called, it is a fault on a player who serves or receives incorrectly, even if the rally is completed before the fault is called. The fault must be called before the next serve.

If the correct server or correct receiver is not in their correct position when the score is called, the referee or a player may stop the rally in progress to identify the player/position error and the rally shall be replayed. If the correct server or correct receiver is not in their correct position when the score is called and the rally is played out, the rally shall stand.

If a player stops a rally and incorrectly identifies a player/position error, it is a fault on the player who stopped the rally. If the referee stops a rally in progress and incorrectly identifies a player/position error, the rally shall be replayed.

Reasoning Behind Suggested Change

Restore a penalty for incorrect server, incorrect receiver, or incorrect position.  Under 4.B.8, the team has ample opportunity to ask for assistance without penalty.  If they do not ask and still commit a mistake, it should be a fault on them.

Other than with beginners who are still learning the game, the preponderance of incorrect server, incorrect receiver, and incorrect position mistakes are the result of mistakes while stacking and switching, strategies that are employed to gain a competitive advantage.  There is currently no penalty for making a mistake while attempting to gain a competitive advantage via player positioning.  There should be.

The penalty should be limited to a single consecutive instance.  Once one fault is called, it should become the responsibility of the referee and / or opposing players to correct the mistake and ensure the server, receiver, and positions are correct so as to prevent a "chain" of faults caused by player confusion on how to correct the error.  Once a correct serve has been made, either team can be called for a fault on a subsequent serve if they employ an incorrect server, incorrect receiver, or incorrect position.

Under the current rule, the team that does NOT make the mistake faces a no-win situation.  If they stop the rally and are correct, the offending team is allowed to replay the rally without penalty.  If they stop the rally and are mistaken, they are the ones penalized.  If they do not stop the rally, the rally stands as played and the offending team is not penalized, allowing them the benefit of an unearned competitive advantage.  This is fundamentally unfair, particularly considering this error is primarily the result of attempting to gain a competitive advantage through court positioning.

Scenarios In Which the Rules Applies

Errors as a result of stacking to gain competitive advantage or as a result of switching sides during a rally, either out of necessity or to gain competitive advantage..
