Reasoning Behind Suggested Change

If you visit many social media pickleball groups or play in rec games, there is much disagreement on if or when you can spin the ball during release using a drop serve. The rule as written mentions tossing the ball up or propelling it downward but doesn't specifically say you can't spin the ball on release even though it seems implied. Adding a specific phrase prohibiting spin clears up any doubt.
