Reasoning Behind Suggested Change

I raised the question on "Ask the Refs" forum of what happens if a spare ball falls out of a player's pocket during a rally.  I got a variety of answers from esteemed refs, which makes me think some clarification would be helpful.

Scenarios In Which the Rules Applies

A rally is often stopped by players for a ball on the court for safety reasons not treated as an 11.H issue.
