|Rule Submission Title
|Change time players are allowed to call time out to eliminate gamesmanship.
|USAP Rules Committee Vote Reason

|Proposed Rule Change
10.A.3. If a team has any remaining time-outs, any player on that team may call a time-out before the score has begun to be called
|Original Rule Text
10.A.3. If a team has any remaining time-outs, any player on that team may call a time-out before the next serve occurs.
|Reasoning Behind Suggested Change
I found it very distracting when time out was called between the referee calling the score and when I struck the serve.
