Rule Submission TitleClarification of Rule 6.D.9. Out Calls
USAP Board VotePassed
USAP Rules Committee VotePassed with modification
USAP Rules Committee Vote ReasonMaking an out call by voice only or by a hand signal only is acceptable. It is not necessary to require a voice OUT signal. Line judge requirements are covered in 13.E and do not need to be included here. Modify the current rule by changing 'should' to 'must' to make the requirement mandatory.
Existing Rule #6.D.9
Proposed Rule Change (edited)

6.D.9. ‘Out’ line calls mustshould be promptly signaled by voice and/or hand signal (as described in Rule 13.E.2)

Proposed Rule Change

6.D.9. ‘Out’ line calls should be promptly signaled by voice, or if there is a Line Judgeand/or hand signal (as described in Rule 13.E.2), by voice and hand signal.

Original Rule Text

6.D.9. ‘Out’ line calls should be promptly signaled by voice and/or hand signal (as described in Rule 13.E.2)

Reasoning Behind Suggested Change

The way that 6.D.9 is currently written it is not clear that the hand signal only applies to Line Judges as Rule 13.E.2 is in the Line Judge section.

Scenarios In Which the Rules Applies

- In a refereed match a ball lands out and a player signals out by hand signal.
- Referee does not see hand signal or hear an out call so Referee rules as if the ball is in (e.g. Point, Side Out).
- Player corrects Referee and says ‘No Ref I signaled out’.
- At that point Referee adjusts scorecard and instructs player to make loud, prompt out call.
- Player says that Rule book says I can do a hand signal.
- Discussion/clarification ensues.
