The current rule allows any referee to officiate without applying the “questionable” option. Hence, currently, a referee may call serves exactly as this proposed change suggests, so there is no need to alter the current rule. Furthermore, having the questionable option that the current rule allows has proven very useful for referees who choose to use it, without taking anything away from officials who don’t use the option.

Not if favor. Being able to use the "questionable" serve option if a great way to "nudge" a player toward a serve that is more clearly legal, than "maybe" legal. It is not true that a referee can determine with certainty that the serve elements are all met. I didn't says say this but it's almost like a "warning".

I disagree with the change. The ability to call a 'questionable whether' on a serve puts the server on notice that their service technique is marginal and may be faulted if the player doesn't adjust.
