An appendix with terms and corresponding page numbers at the back of the Rulebook would also be helpful and a good addition to this formatting change.

"This reorganization does not add, delete, or change the 2025 rules, it only edits and reformats the current rules."

Only edits and reformats? This doesn't explain what kind of editing is included in this change. It is difficult to comment on this change without seeing the change. I'm very suspect of unexplained "edits" or examples of such editing.

Can a powerful search engine be added to the Rulebook and the Handbook so that a word or phase search will show the user all applicable references in the Rulebook or Handbook. This would make these documents even better tools for officials and players.

Of course, we can’t see what is in the actual write-up, but it is concerning that this seems to imply that rec and tournament games have different rules. For example, the following are in the Tournament section, and therefore rec players should not be concerned with them?
20.A Confirmation of Score
20.B Confirmation of Correct Player or Position
20.C Replay – Server or Position Correction
20.D Player Repositioning
20.E Service Faults and Replays
20.F Damaged Balls
20.G Coaching
20.H Hinders
20.I Distractions

All rec players need to be concerned with how to resolve those situations, as they have no referee to do it for them.
Let’s see the actual book, please.
