6.C.6. is a "benefit of doubt" rule, the goal of which is to establish a margin of error to assure that OUT calls are made when balls are plainly seen to fall in OUT territory. 6.B. defines short serves falling in the NVZ including its line as OUT of the service court, making short serves included in all Section 6 Line Call rules. If 6.C.6. is a valid benefit of doubt concept, its verbiage merely needs to reflect that the "space" or visible gap for short serves may be observed to be on the NVZ line itself, which is where the OUT territory begins.

I don't agree that there is a lot of confusion in recreational play and therefore, this rule needs to be amended.
