13.G.3.f. Technical warnings and technical fouls may be assessed any time during a match while the players are at the court. Play should not be stopped to assess a warning or foul. The assessment of the warning or foul shall be applied after rally has ended.

Reasoning Behind Suggested Change

Overview: Rules 8E and 13G3f have wording that could be interpreted that a referee may stop a rally in progress to immediately issue a technical warning or technical foul; which is not correct.

Suggestion: 8.E. Remove the "Note" at the end of 8.E. The phrase "including when the ball is dead" opens the debate door for refs stopping play to issue technical penalties. 13.G.3.f. Add wording to clarify that technical penalties committed during a live ball shall be assessed after the rally has ended.
