Proposed Rule Change

My proposal is to include in writing that in a scenario where the ball catches the flat part of the net on it's way down (often caused by it tipping the the top and rolling over when the net hanging is not straight, often due to wind) before it bounces, it should be considered a hinder.

Original Rule Text

Hinder – Any transient element or occurrence not caused by a player that adversely impacts play, not including permanent objects. Examples include, but are not limited to, balls, flying insects, foreign material, players or officials on another court that, in the opinion of the referee, impacted a player’s ability to make a play on the ball.

Reasoning Behind Suggested Change

This slows the ball down and often it won't bounce even 2 inches. I have had a PPA judge mention this is a hinder before, but it's not defined clearly enough in the rules and players often argue it's not a hinder during non-judged games.

Scenarios In Which the Rules Applies

When the plane of the net slows the ball on it's way down, often from the net bowing out to one side due to wind.
