A player's request for a medical time-out initiates the evaluation process. Medical personnel do not actually award the time-out, they simply determine if it is valid.

Requesting a medical time-out without valid medical condition (time-out assessed) as determined by medical personnel or the tournament director if no medical staff if present. (Verbal Warning not applicable).

Reasoning Behind Suggested Change

It is not the requesting of a medical time-out without a valid medical condition that leads to a violation. It is the receipt of/being awarded a medical time-out without a valid medical condition.
