Proposed Rule Change

12.C.4.a. Players/Teams that withdraw from a bracket or that lose a match due to forfeit or retirement will be removed completely from the bracket. All matches played by that team will either be removed from the system or will not be considered at all for the ranking of the other players in the bracket. Example: A team retires from their 3rd round match. They will not play any additional matches in the bracket. Their first two matches will be deleted and will not count toward the records of the other players in the bracket.Players/Teams that have withdrawn from the bracket are not eligible to be considered when going to a tie-breaker. Any player/team that has withdrawn from the bracket shall only have their record of matches won considered. (e.g., Team A has 3 wins, Team B has 3 wins and Team C has 3 wins. However, Team C withdrew from their last match. Because Team C has withdrawn from a match in their bracket, only their 3 wins will be considered in their finishing placement and they will not be considered for any additional tiebreaker. Team A beat Team B in their heads-up match, therefore Team A is awarded first place, Team B is awarded second place and Team C is awarded third place.)

Reasoning Behind Suggested Change

The request we are submitting more equitably addresses determining round robin winners by having all matches "erased" for any team/player that is withdrawing, forfeiting or retiring from a round robin bracket. In other words, none of their matches played or not played would count, making it fair/equitable for everyone in the bracket that played or didn't get to play a team withdrawing, forfeiting or retiring (note - different than elimination brackets a withdrawal or retirement would be for the entire bracket and not just a match within a round robin).

On a separate note, it is important that any rule changes that would involve software changes for all software providers that have been approved by the USAP to run sanctioned events on their platform be notified of rules changes and that USAP submit a request for proposal detailing the rule(s) that are changing to the software provider. The software provider will need time to do the development work to ensure their tournament management system is supporting the new rules. In the case of round robin tie breaker changes, this kind of rule change would require software development work and for all USAP software providers to be notified as a result. Rule changes requiring software changes should be prioritized to be reviewed and approved on a much faster timeline than is currently advertised in the rule book for when changes are to be adopted, as development work could take months to be prioritized into other development initiatives of the provider and deployed to support USAP rules.
