USAP Rules Committee Vote Reason5/15. Marked as disapproved due to incomplete wording.
Existing Rule #6.C.6
Proposed Rule Change

6.C.6. Players shall not call a ball "out" unless they can clearly see that no portion of the ball lands on or over the line a space between the line and the ball as it hits the ground.

Original Rule Text

6.C.6  Players shall not call a ball "out" unless they can clearly see a space between the line and the ball as it hits the ground.

Reasoning Behind Suggested Change

The current Court Space rule is flawed because it's often entirely dependent on where each player(s) is positioned at the time of the perceived Out call.  A glaring example of this issue occurs on Serves landing in proximity to the Center line of the Receiving team's court.  Depending on which side of the line the Serve contacts the court, the Receiver and their partner will often see the ball differently as they will likely be positioned on opposite sides of the Center line.

This scenario will also occur on Serves landing in proximity to the NVZ line and/or the baseline as well as on balls landing near the baseline during a rally whenever one partner is at or behind the baseline and their partner is anywhere in front of the baseline.

Changing this rule to read that a ball is IN if any portion of the ball is seen to be ON or OVER the line will not eliminate 100% of the Court Space call limitations but will be a large improvement and result in a more liberal/generous interpretation of OUT calls.

Scenarios In Which the Rules Applies

As described above, said Rule change could potentially apply to most, if not all, line calls.
