USAP Board VotePassed
USAP Rules Committee VotePassed with modification
USAP Rules Committee Vote ReasonAllowing a paddle check by players is not appropriate and would invite contentious interactions. A modified version of the last sentence will more properly cover the rights of all players, as follows '13.L.2.a. If any player believes a paddle is not USAP approved or does not otherwise comply with all paddle rules, the player is allowed to summon the Head Referee or Tournament Director to determine if the paddle is legal for play.'

Proposed Rule Change (edited)

13.L.2.a. If any player believes a paddle is not USAP approved or does not otherwise comply with all paddle rules, the player is allowed to summon the Head Referee or Tournament Director to determine if the paddle is legal for play.

Proposed Rule Change

Add a rule as follows.

In a non-officiated match each team shall be allowed to inspect (visually and manually) the paddles of their opponent prior to the match or at any time a player switches paddles during the match.  If any player believes a paddle is not USAP approved, is defective, has been altered, or is not suitable for play the Head Referee or Tournament Director shall be called to the court to determine if the paddle in question is legal for play or not.

Reasoning Behind Suggested Change

Currently in an officiated match the referee is in charge of paddle inspection.  However, in non-officiated matches I see no language allowing for paddles to be inspected for fair play.  I know some people do put sticky substances on the face of their  paddle or otherwise use non-USAP approved paddles.  This will give each team the ability to inspect their opponents paddles to keep modified or non-approved paddles out of amateur tournaments.  Note this will not stop approved paddles that may be delaminated as that requires scientific testing but it will help keep paddles that have been extended for longer reach, have had the face altered to increase spin, or are not approved by the USAP.
