USAP Rules Committee Vote ReasonThere are at least 54 uses of 'Tournament Director' in the rulebook. It is now generally understood that a Tournament Director can delegate their authority to other persons for specific, defined purposes. Making this change with every use of the term is unnecessarily repetitive. It would be preferable to express it globally in one location and avoid the need to repeat it everywhere the term is used.

Proposed Rule Change

12.E. Notice of Matches. It is the responsibility of each player to check the posted schedules to determine the time and place of each match. If any change is made in the schedule after the initial posting, the Tournament Director or their designeedesignated representative shall notify the players of the changes.

In addition, change “Tournament Director” wherever it appears alone to “Tournament Director or designee” to be consistent with where it already appears such as in Rules 12.K, 13.A.1, 13.B, 13.C, and 13.J.

12.E. Notice of Matches. It is the responsibility of each player to check the posted schedules to determine the time and place of each match. If any change is made in the schedule after the initial posting, the Tournament Director or their designated representative shall notify the players of the changes.

Reasoning Behind Suggested Change

For consistency, it would be best if the same "designee" term was used throughout. Further, in most if not all cases, the Tournament Director should be allowed the flexibility and convenience of selecting an individual as their designee to fulfill duties as assigned or provide temporary assistance. Although this is widely accepted and frequently utilized, it is not thoroughly codified in the Rulebook. This proposal would be consistent with and complete previous efforts to allow the usage of a designee, which has been proven over time to result in more efficient distribution of labor efforts, improved customer service to players, and better ensures situations needing TD level attention are appropriately addressed in a timely manner.

Scenarios In Which the Rules Applies

Ex. 1. The Tournament Director needs to go off site temporarily for tournament or personal reasons. While off site, a Rule 13.M. situation presents itself. The TD's designee has remained on site and (after adoption of the proposal) is now empowered to address the situation officially.

Ex. 2. The Tournament Director is busy addressing an important operational issue at the tournament desk, but simultaneously, a Rule 13.L. situation on court erupts and needs to be handled but there are no referees available. After adoption of the proposal, the TD's designee would officially be able to go to court and provide the needed assistance while the TD continues working to resolve the issue at the operations desk.

Ex. 3. The Tournament Director is responsible for a large scale tournament. After adoption of the proposal, the Rule 13.B. responsibility of briefing the referees and players could officially be delegated to the TD's designee. In the rare event a disgruntled player attempted to argue post-match that the pre-tournament briefing was invalid because it was not given directly by the TD, this proposal would eliminate any argument regarding its validity.

Ex. 4. Under 13.B.1., the Tournament Director is forbidden from implementing any rule not provided in the Rulebook. The Tournament Director's designee is not explicitly prohibited from doing the same. This proposal would eliminate any possibility for argument if such a situation were to present itself.
