SUGGESTED USA PICKLEBALL RULE CHANGES FOR 2024
Rule Submission Title | 13.G.2.a. Paddle Throw |
---|---|
USAP Board Vote | Failure Confirmed |
USAP Rules Committee Vote | Failed |
USAP Rules Committee Vote Reason | This is a technical foul penalty. Frustration or anger is an appropriate consideration in determining the severity of the penalty. |
Existing Rule # | 13.G.2.a. |
Proposed Rule Change | 13.G.2.a. Aggressively or recklessly throwing a paddle |
Original Rule Text | 13.G.2.a. Aggressively or recklessly throwing a paddle in frustration or anger, with negligent disregard of the consequences, and does not strike a person or damage property. |
Reasoning Behind Suggested Change | Removed ‘in frustration or anger’ so that the rule includes throwing the paddle in celebration or for any other reason. This also make it consistent with the Casebook entry 6.23 which does not include ‘in frustration or anger’ when it quotes 13.G.2.a. From Casebook 6.23 ’13.G.2. authorizes the referee to issue a technical foul for an aggressive or reckless paddle throw that shows disregard for consequences but which does not strike another person or damage property. ‘ Would also suggest adding a casebook entry for throwing the paddle up high in the air in for any reason (e.g. Frustration, Anger, Celebration, Elation). See Scenario column to the right. |
Scenarios In Which the Rules Applies | A player wins a tough rally or wins a hard fought game/match and in celebration throws their paddle high up in the air (out of camera shot). The player may or may not catch the paddle on the way down but it was a reckless act as it could have gone astray and struck another player, the Referee or spectator. |
